TECHNOPARK CONSTRUCTION BEGINS IN FERGANA UNDER THE “INDUSTRIAL MORTGAGE” MODEL, SPECIALIZING IN ELECTRICAL MANUFACTURING

In the Eco-City region of our province, construction has commenced on the “Eltech Industrial” technopark, which is specialized in the production of electrical products. For the first time, the “industrial mortgage” model is being applied to initiate the construction of the first investment projects within the technopark.

A ceremonial event was held to mark this significant milestone, attended by Fergana Region Governor Khayrullo Bozorov, Chairman of the “UzElectroIndustry” association Mirziyod Yunusov, and various representatives of the public.

The Governor emphasized that, under the leadership of the President, large-scale industrial complexes aimed at expanding production capabilities in the regions, attracting foreign companies to Uzbekistan, boosting export potential, and creating new jobs are becoming key drivers of the national economy. He noted that the establishment of the technopark in the field of electrical engineering as part of the Fergana experiment offers tremendous opportunities for growth.

The President’s decree, signed on January 10, 2024, titled “Additional Measures to Enhance the Production and Export Potential of the Electrical Industry,” laid the groundwork for the expansion of the “Eltech Industrial” technopark. Branches of the technopark are being established in Fergana and Khorezm regions, with construction and assembly works for these projects already underway.

Additionally, during the video conference chaired by the President on September 5, 2024, focused on increasing production, export, and investment in the electrical industry, the development of technoparks in cooperation with neighboring enterprises was emphasized. For this purpose, up to 10 hectares of land has been allocated within technoparks in Ohangaron, Fergana, Karshi, and Urgench for enterprises specializing in composite materials, metal and plastic processing, mold manufacturing, and packaging. These enterprises will receive pre-built facilities under “industrial mortgage” terms, financed through loans provided to entrepreneurs. Moreover, these companies, like their counterparts in the electrical industry, will benefit from tax exemptions of up to 50% on property and profit taxes.

A targeted program has been approved to provide infrastructure to the technopark, which spans 10 hectares. Initially, four projects worth a total of $25 million have been formed. Among these is the Turkish company “DAIICHI Electronic,” a supplier of electronic systems to the global automotive industry.
The agreement with “DAIICHI Electronic” was reached during the President’s visit to Fergana, with the primary goal of launching the joint production of audio-radio equipment and other multimedia components for vehicles.

This technopark, which is being built in the Eco-City district of Fergana, marks the first time that the “industrial mortgage” model has been implemented in the region. Ready-made facilities will be handed over to entrepreneurs for use. This model is expected to be replicated in other regions of the republic. These projects are being implemented in collaboration between the “UzElectroIndustry” association and “UzSanoatQurilishBank.”

According to the approved master plan, it is also planned to establish social infrastructure facilities within the technopark on a public-private partnership basis. 

Additionally, depending on the volume of investments made, technopark participants will benefit from a range of incentives, including exemptions from property tax, land tax, water usage fees, and income tax.

Speakers at the ceremony highlighted that these large industrial complexes will not only contribute to the country’s economic development but will also play a significant role in creating permanent jobs for the population.

With prayers from the elders, work has begun on establishing the technopark, with initial construction now underway.
